    Is there something like PeerGuardian/Peerblock for linux?

    I'm talking about programs that block blacklisted ips like PG or PB for linux. If there is no such program can you run those in wine without them being unstable?

    Transmission has built-in blocklists.

    There is ipblock and moblock - google for more info.

    Google IPblock-IPlist. There is a tutorial for installing and you get a repository and daily updates to the lists you wish to install.
    It seems that just googleing IPBlock or IPlist does not get you to the one yu can use in Ubuntu.
